Background
Prior to departure, the pilot discussed with a friend who was to be picked up at the destination airport. The pilot asked the friend to arrange for snow removal from the runway. The friend contacted a city employee responsible for runway plowing, who stated he would have it done. The plow operator cleared one half of the runway to the centerline and partially plowed the other half, but stopped before completing the job.
Flight and Landing
Before taking off, the pilot checked for Notices to Air Missions (NOTAMs) at the destination airport and found none. The flight departed and arrived in the area just after dusk. The pilot entered the traffic pattern and executed a normal touchdown. Reverse thrust was used to slow the aircraft.
Accident Sequence
Approximately 1,000 feet down the runway at a speed of 50 knots, the left main landing gear collided with a snow berm located along the runway centerline. The impact caused the aircraft to veer off the runway, resulting in the collapse of the nose landing gear. The plow operator later reported that there was no airport manager and that he was unaware he could have closed the airport.
