Crew Statements

The operator reported that the briefed REF speed was 101 knots, but due to weather conditions, the captain flew the approach at 110 knots. The crew encountered light rime icing while descending through 4,500 feet until they broke out visually at approximately 2,600 feet. They used the aircraft's boots three times on the approach to ensure the aircraft was free of contamination. After breaking out visually, they descended on the PAPI for runway 36. At approximately 55 feet, the captain brought the power levers to idle. Between 20 and 30 feet, the aircraft felt as if it lost lift and the right wing dropped. The captain added power and used both hands to level the wings. The aircraft impacted the runway with the right wingtip hitting first, then bounced back into the air and turned slightly to the right before settling off the right side of the runway. The aircraft also struck a runway light.

The captain stated that the stick shaker activated and that he added engine power during the landing. The first officer noted that the airspeed dropped to REF minus 4 to 5 knots when the aircraft was about 20 feet above ground level.
