Flight Details
A pilot entered the traffic pattern and circled approximately four times to observe the windsock and assess the condition of the 2,400-foot grass runway. After determining the conditions, the pilot proceeded with a crosswind landing using full flaps.
Landing and Brake Issue
Upon touchdown, the pilot applied wheel brakes but found they had no effect on stopping performance. The pilot released the brakes and reapplied them, again noting no improvement. The pilot elected to remain on the runway rather than attempt a go-around or other maneuver.
Collision and Outcome
The airplane continued beyond the end of the runway and collided with a plastic perimeter fence. It came to a stop in an adjacent farm field. The pilot and three passengers exited the airplane without further incident. The pilot reported that the grass runway was wet at the time, with some snow and ice present on the surface.

The left wing sustained structural damage as a result of the collision.
