What happened
On March 31, 2015, a Bombardier Regional Jet CRJ-900 was taxiing for takeoff at EPPO airport. During the taxi sequence, the air traffic controller at the tower observed an unauthorized technical vehicle positioned on taxiways G and A. The controller determined that the aircraft did not need to halt its taxiing progress to avoid the vehicle.
The investigation
The investigation, conducted by the operator, focused on the movement of ground vehicles within the maneuvering area. The inquiry established that the vehicle entered the active taxiway area without authorization, creating a potential conflict with the departing aircraft.
Findings
The primary cause of the incident was the error of the technical vehicle driver, who failed to adhere to established ground movement regulations for the airport maneuvering area.
Safety action
Following the incident, and in response to a subsequent similar occurrence, several physical improvements were implemented at the airport. A vertical "STOP" sign and horizontal "STOP" markings were installed along the technical road. Additionally, a sign was placed near parking stand number 1 to remind drivers of the proximity to the maneuvering area and the requirement to obtain tower clearance. All airport users were notified of the changes to traffic organization, and the circumstances of this event were incorporated into periodic safety training.
