Incident Summary
On April 23, 2018, at 06:30 UTC, an aircraft mechanic and a student from the State School of Higher Education in Chełm taxied a Cessna 152 on the apron of Depułtycze Królewskie airfield (EPCD). The taxi was conducted without radio communication, even though flight operations were in progress.
Circumstances
The aircraft was moved from the maintenance area to the airfield. The mechanic and student did not establish radio contact with other traffic. The incident occurred during a period when other aircraft were flying.
Cause
The investigation determined that the cause of the incident was non-compliance with applicable procedures.
Preventive Actions
Following the incident, the maintenance organization held a meeting with management and mechanics. The technical chief reiterated the rules for moving aircraft from the maintenance area to the airfield and prohibited taxiing aircraft. The training chief presented the hazards that could result from such conduct.
