What happened
On the early morning of 04 November 2023, a Beech King Air A100, registered as C-GJJF, was performing a medical evacuation mission from Rouyn-Noranda Airport to Wemindji Airport. The flight, operated by Propair Inc., was being conducted under instrument flight rules with a total of five people on board, including two pilots and three mission personnel.
During the landing phase at approximately 0227 Eastern Daylight Time, the aircraft touched down on Runway 28 slightly to the left of the runway centerline. As the aircraft continued down the runway, the main landing gear and the left propeller made contact with a snow windrow that had been left along the full length of the runway. This impact caused the aircraft to veer off the runway to the left, eventually coming to a stop in the snow roughly 45 feet from the runway edge.
The investigation
The investigation focused on the sequence of events during the landing and the condition of the runway surface. Investigators examined the impact between the aircraft's landing gear and the snow accumulation. The inspection of the aircraft revealed damage to the left engine and propeller, as well as damage to the flaps on both sides of the airframe.
Findings
- The aircraft landed off-center on Runway 28.
- The left propeller and main landing gear struck a snow windrow that spanned the entire length of the runway.
- The impact resulted in one minor injury to a member of the mission personnel.
