What happened
During a routine local training operation at Pskov AFB, two aircraft operated by the Soviet Air Force were involved in a fatal mid-air collision. The first aircraft was in its final approach phase when the flight crew encountered degraded visibility and adverse weather conditions. In response to these environmental factors, the captain initiated a go-around maneuver.
During this period of low visibility, the aircraft struck a second AN-12 that was also approaching the airfield. The impact caused both the primary aircraft and the second AN-12 to descend rapidly into the ground. The accident resulted in 14 fatalities, representing the entire crew complement from both involved aircraft.
Findings
While the specific sequence of events leading to the impact is not fully documented, the collision occurred amidst poor weather and limited visibility during an approach maneuver. There remains uncertainty regarding the precise circumstances of the mid-air contact and the potential role played by air traffic control communications or oversight during the incident.
