What happened

During the initial climb phase following departure from runway 19 at Oaxaca Airport, the pilot of a Cessna reported an engine fire to air traffic control. In response to the fire, the pilot decided to execute an emergency landing by returning to the airfield.

While performing a turn toward runway 02, the pilot received notification from controllers that a Mexicana Fokker 100 was positioned on the runway, awaiting takeoff clearance. In an attempt to maneuver the aircraft, the pilot initiated a 360-degree turn. During this maneuver, the aircraft entered a stall and impacted the ground short of the runway, resulting in a post-crash fire. There were two fatalities among the occupants of the aircraft.
