Accident Details
On a final approach performed in limited visibility due to low cloud and fog, the cockpit crew did not perceive that the aircraft's altitude was insufficient. As a result, the airplane contacted the ground and was destroyed 914 meters before the runway threshold. The impact killed both pilots and four passengers; two other passengers experienced serious injuries.
Probable Cause
The official accident investigation determined that the probable cause was a controlled flight into terrain on final approach resulting from improper IFR operation.
Contributing Factors
Several contributing factors were documented: improper in-flight decisions by the crew, inadequate preflight preparation, the meteorological conditions of low ceiling and fog with visibility of one-quarter mile or less, the pilot's descent below published minimums, a low fuel state, failure to refuel prior to departure, and the decision to bypass suitable airports that could have been used for landing.
