What happened
On 22 July 2024, an incident occurred involving a bathhouse wall at the Heritage Pool. At the time of the event, environmental conditions were characterized by temperatures between 85-86°F, with intermittent light rain and partly to mostly cloudy skies. There were no specific weather-related restrictions or adjusted operational procedures in place for pool activities during this period.
The investigation
The investigation reviewed the qualifications of the personnel on duty and the response from emergency services. On the day of the mishap, the Heritage Pool was operated by seven lifeguards, including three lead lifeguards. All staff members held current American Red Cross certifications in Lifeguarding, CPR/AED for Professional Rescuers, and First Aid. The investigation confirmed that these certifications were valid and that the staff participated in weekly in-service training sessions.
Emergency medical response involved several parties, including personnel from the base Security Forces and Fire Department, as well as contracted EMS from United Medivac Solutions (UMS). Additionally, a pool patron with professional experience as an Emergency Room nurse provided assistance. A review of all responding paramedics and EMTs confirmed that their professional licenses and certifications were up to date.
