EASA: SAF share at EU airports topped 2% mandate in 2025

Sustainable aviation fuel accounted for nearly 2.8% of fuel supplied at European Union airports in 2025, above the 2% minimum set by the ReFuelEU Aviation regulation, the European Union Aviation Safety Agency said in a technical update.

In the obligation's first full year, suppliers delivered roughly 1.1 million tonnes of sustainable fuel out of 39.3 million tonnes. That is close to six times the previous year's volume. EASA noted the figure could have been larger, since around 10% of suppliers did not file data.

Reporting compliance improved markedly. Of 115 obligated fuel suppliers, 102 submitted the required data, near 90%, against about two-thirds in 2024. Sustainable fuel reached 121 EU airports last year, up from 33.

Aircraft operators filed more reliably too, with compliance rising to 93% from 74%. EASA attributed most failures to small business jet operators, non-scheduled operators and third country operators that did not answer requests from competent authorities.

On tankering, EASA said operators' overall uplift of aviation fuel at EU airports stayed above the 90% threshold set to discourage carrying cheaper fuel from non-EU airports to avoid the higher cost of SAF-blended supplies.

EASA executive director Florian Guillermet said the mandate was met and surpassed, and that the agency's monitoring is building evidence on how the European sustainable fuel market is developing and where more action may be needed for later stages of the transition.
