A pilot conducting a VFR charter flight under Part 135 intentionally ground looped the aircraft after landing with excessive airspeed at Shannon Airport. Post-accident examination found the flap actuator jackscrew seized in the up position.

Incident Overview

The flight, conducted under 14 CFR 135, was routine until arrival at Shannon Airport. After circling the airport, the pilot executed two go-arounds because he had not slowed the airplane sufficiently.

Landing and Ground Loop

On the third approach, the pilot landed, but the airplane's airspeed was too high. Realizing that he was going to overshoot the end of the runway, the pilot intentionally ground looped the airplane. This caused the aircraft to exit the right side of the runway and collide with a fence.

Post-Accident Findings

A post-accident examination disclosed that the flap actuator jackscrew had seized in the up position.
