Incident Overview
A pilot experienced engine roughness while approaching an airport to land. The roughness ceased as the aircraft neared the airport. The pilot then decided to overfly the airport and land on a different runway. However, as the airplane turned onto final approach, the engine lost all power, leaving insufficient altitude to reach the runway.
