Ground Vehicle Intrusion at EPPO Aerodrome

Casualties unknown • Poznań Ławica (EPPO), PL

A technical vehicle entered a taxiway without authorization during the takeoff preparations of a Cessna 150 at EPPO airport.

What happened

On June 18, 2015, a Cessna 150 was undergoing engine start and pre-flight procedures at the threshold of runway 28 at EPPO aerodrome. Due to ongoing maintenance work on runway 28, the air traffic controller notified technical personnel via radio that the runway needed to be cleared to accommodate the planned departure of the aircraft. The controller subsequently instructed the pilot to taxi via taxiways "G" and "A" to the holding point for runway 28.

During this sequence, a technical vehicle moved toward the threshold of runway 28. Without obtaining clearance from the tower, the driver turned onto taxiway "A", entering the same area where the aircraft was taxiing. After this maneuver, the vehicle exited the maneuvering area onto a service road.

The investigation

The investigation focused on the movement of the technical vehicle and the communication between the air traffic controller and ground personnel. The inquiry established the sequence of movements for both the aircraft and the vehicle, as well as the specific instructions issued by the tower regarding the runway maintenance works.

Findings

  • The primary cause of the incident was the failure of the technical vehicle driver to comply with the instruction issued by the air traffic controller.
  • The vehicle entered the active taxiway area without receiving the necessary authorization from the tower.

Probable cause

The incident was caused by the technical vehicle driver's failure to follow the air traffic controller's instructions to clear the runway area.
