What happened
A flight departing from Milkovo Airport at 12:35 local time was en route to Petropavlovsk-Kamchatsky with three crew members and eight passengers. The aircraft was operating under Visual Flight Rules (VFR) at an altitude of approximately 1,200 to 1,300 meters. Roughly one hour after takeoff, the flight encountered worsening weather characterized by rain and low cloud cover. During this period, the aircraft type struck a mountain slope situated roughly 18 km northwest of Koryak.
Following the failure of the plane to reach its destination, search and rescue operations were initiated. The wreckage was located in a remote area three days after the disappearance. There were 11 fatalities among the occupants of the aircraft.
Findings
The investigation concluded that the accident was caused by the crew's failure to follow established procedures while operating under VFR during deteriorating weather conditions.
