Accident Details
On final approach to San Juan-Isla Grande Airport, a twin-engine airplane was too low when it struck the water surface and crashed into San Juan Bay, a few hundred yards short of runway 09. Both occupants were rescued while the aircraft sank.
Circumstances
The accident occurred during a landing attempt in conditions of rain and visibility of two miles or less. The pilot did not initiate a go-around. The aircraft was in controlled flight until it contacted the water.
Investigation Findings
The official probable cause was determined to be controlled flight with water on approach after the pilot misjudged distance and altitude. Contributing factors included the failure to initiate a go-around, rain, and reduced visibility.
