Background

The Cessna U206F, registered RA-67523, was a floatplane based at the Chernogolovka landing site in Noginsky District, Moscow Region. On 2 August 2015, it relocated to the Shevlino landing site and remained there until 8 August 2015. The Robinson R-44 helicopter, registered RA-04383, was based at a privately prepared landing site near the owner's residence in Lechishchevo village, Istrinsky District.

Temporary Flight Restriction

On 8 August 2015, a temporary flight restriction was introduced over a field on the shore of Istrinskoye Reservoir near Lechishchevo. The restriction was valid from 05:00 to 21:00 UTC (09:00 to 24:00 local time) and was requested by the flight director of the FFT ultralight aviation club to ensure safety during paraglider flights. The airspace in the area was classified as class G.

Flight Operations

At 13:38 UTC, the R-44 helicopter landed at the private landing site, having arrived from the Zalesye landing site near Ostashkov. This landing was coordinated with the paraglider club's flight director. At 13:47 UTC, the Cessna U206F took off from the Shevlino landing site and began flying over Istrinskoye Reservoir without coordination or communication with the paraglider club.

Approximately at 17:02 UTC, the helicopter took off from the private landing site, heading southeast towards the reservoir. On board were the pilot and three passengers, who were his acquaintances. The pilot intended to conduct a sightseeing flight and return to the departure site. At the same time, the Cessna U206F was descending from north to south.
