What happened
Shortly after departing from Taraz Airport, the flight crew encountered hazardous weather characterized by severe icing and freezing fog. Approximately four minutes into the flight, the decision was made to abort the mission and return to the airfield. During this period, the aircraft experienced a loss of engine power, which resulted in a left-side roll of approximately 20 to 25 degrees.
The aircraft subsequently struck an embankment belonging to a canal situated roughly 7.5 km northwest of Taraz Airport. The impact caused the plane to come to rest in an overturned position within water that was one meter deep. The accident resulted in one fatality and left the remaining 11 occupants injured.
Findings
Investigations into the accident revealed that the engine failure was triggered by carburetor icing. Additionally, it was noted that the meteorological service had not provided forecasts for the freezing fog or the intense icing conditions present at the time of the incident.
