Approach and Conditions
After aborting an earlier approach, the flight held for several minutes. During the hold, the crew communicated with approach control and a company representative regarding runway conditions and braking action. On two occasions, the crew requested via the tower that airport personnel inspect the runway. The tower reported being unable to contact anyone and stated that the last field condition report was taken at 0815 EST. The crew was also informed that the field was completely whited out and that no plowing had occurred since the snow began.
Incident Sequence
The aircraft was cleared for the ILS approach to Runway 32 at 0947 EST. The approach and touchdown were normal, with the left main gear making contact approximately 20 feet inside the left edge of the runway, about 1,200 feet from the threshold. Approximately 400 feet after touchdown, the left main gear departed the runway surface. It traveled an additional 750 feet before the right main gear also ran off the runway. Prior to the aircraft coming to a stop, the crew managed to maneuver the right main and nose gear back onto the runway surface.
