What happened

On July 7, 2015, the pilot of a Robinson R-66, registration RA-05773, operated by LLC Baikal-Trek, intended to fly a route starting from the Kitoy outpost, traveling to the Snezhnaya River (ranger station), then to the Temnik River, and returning to the starting point. The pilot arrived at the Kitoy outpost at approximately 05:40 UTC.

Prior to the flight, the pilot did not submit a request for airspace use, nor did they obtain flight permission for the Class G airspace. Furthermore, the pilot did not contact the Irkutsk branch of Aviamettelecom Rosgidromet to obtain meteorological information for the intended route. While regulations allow pilots to use alternative sources for weather data, the pilot did not formally verify the conditions through official channels.
