Incident Overview
A pilot experienced a total loss of engine power while in visual flight rules (VFR) descent for landing, passing through 1,400 feet above ground level (AGL). The pilot initiated an engine restart, which yielded negative results. Inspection of the fuel gauges indicated the left fuel tank was empty and the right fuel tank showed 1/8 tank.
Emergency Landing
Determining that there was insufficient altitude to reach the airfield, the pilot executed an emergency landing on a dike. During the final approach, the pilot applied aft pressure on the flight controls to clear barriers. The airplane subsequently stalled and collided with the ground. The airplane was destroyed in the collision, and the pilot received minor injuries.
Post-Incident Findings
Following the incident, the registered owner inspected the airplane and found the fuel tanks empty and not ruptured. The hobbs meter indicated the airplane had been operated for 4.0 hours. The pilot later stated to the National Transportation Safety Board (NTSB) investigator-in-charge and law enforcement personnel that the engine power loss resulted from fuel exhaustion after encountering strong headwinds.
