Incident
On August 13, 2007, at approximately 1705 Eastern daylight time, a runway incursion occurred at Teterboro Airport in Teterboro, New Jersey. The incident involved aircraft N145AP, an LJ45, and N336FX, a CL60. At the time, developmental training on local control was in progress.
Sequence of Events
The local controller cleared N145AP to land on runway 6 and instructed N336FX to taxi into position and hold on runway 1. Subsequently, the controller cleared N336FX for takeoff before the arrival had passed through the intersection of runways 6 and 1. Between issuing the landing clearance for runway 6 and the takeoff clearance for runway 1, the local controller was also issuing instructions to VFR helicopters conducting traffic watch over the Lincoln Tunnel, clearing an IFR arrival checking in on the approach, and handling helicopter landings and departures.
Investigation
The Federal Aviation Administration (FAA) reported that the two aircraft missed colliding by 600 feet vertically and 2000 feet laterally. The controller providing training was instructing the developmental controller on helicopter operations at the time of the incident.
