    A FOLLAND GNAT (HXC EXPERIMENTAL), WITH ELECTRICAL FAILURE-NORDO, ENTERED CLASS C AIRSPACE AND LANDED RUNWAY 18 (OPPOSITE DIRECTION) WITHOUT CLEARANCE AND CONFLICTED WITH A PIPER PA28 ON DEPARTURE RUNWAY 36. THE PA28 ROTATED JUST SOUTH OF TAXIWAY DELTA AND IMMEDIATELY INITIATED A LEFT TURN AVOIDANCE MANEUVER. THE GNAT AIRCRAFT WAS ABEAM THE JUNCTION OF TAXIWAYS CHARLIE AND DELTA SOUTHBOUND AS THE DEPARTING PA28 LIFTED OFF NORTHBOUND. CLOSEST PROXIMITY WAS ESTIMATED AT 500 FEET HORIZONTAL ACCORDING TO THE LANDING PILOT’S STATEMENT.

    A CESSNA C182, ON LEFT BASE, WAS CLEARED TO LAND RUNWAY 7L AND HAD TO PERFORM A GO AROUND. AFTER ENTERING LEFT TRAFFIC FOR RUNWAY 7L THE C182 WAS CLEARED TO LAND 7L AND PILOT READ BACK RUNWAY 7L. THE C182 INSTEAD LANDED RUNWAY 7R AND FLEW OVER THE TOP OF A CESSNA C152 CLEARED FOR TAKEOFF ABEAM TAXIWAY C1 AT APPROACH END BY APPROXIMATELY 30 FEET VERTICAL. THE C182 LANDED PASSED THE DISPLACED THRESHOLD AND LANDED BETWEEN C3 AND C5, APPROXIMATELY 2000 FEET HORIZONTAL FROM THE C152’S POSITION. ATCT OBSERVED THE C182 AFTER HE HAD PASSED THE C152 AND DID NOT SEE THE ACTUAL FLYOVER BUT IMMEDIATELY CANCELLED TAKEOFF CLEARANCE AT THE SAME TIME THE C152 POWERED DOWN AFTER SEEING THE C182. THE C152 DID NOT ROLL.

    A LANCAIR LC40 (EXPERIMENTAL) LANDED RUNWAY 34, EXITED THE RUNWAY AT THE END, AND WHILE TAXIING SOUTH ON K WAS INSTRUCTED TO HOLD SHORT OF RUNWAY 34 ON RUNWAY 24, WHICH PILOT READ BACK CORRECTLY. AS THE LC40 WAS TAXIING SOUTH ON K, PILOT WAS INSTRUCTED TO GIVE WAY TO A LEARJET EXITING RUNWAY 34 AT K2. AFTER THE LEARJET EXITED, THE LC40 TURNED AT TAXIWAY K2 AND CROSSED RUNWAY 34 IN FRONT OF A ROCKWELL AC90 ON DEPARTURE RUNWAY 34 FULL LENGTH. THE AC90 ROTATED JUST PRIOR TO K2 AND FLEW OVER THE LC40 BY 50 FEET VERTICAL.

    A MCDONNELL-DOUGLAS DC9 LANDED RUNWAY 14 AND EXITED AT TAXIWAY ALPHA. GROUND CONTROL (GC) COORDINATES AND RECEIVES VERBAL APPROVAL FROM LOCAL CONTROL (LC) TO CROSS RUNWAY 18 AT CHARLIE WITH THE DC9. LC THEN CLEARS A CESSNA C172 FOR TAKEOFF RUNWAY 18 VIA ALPHA. GC ATTEMPTS TO CONTACT THE DC9 TO HOLD SHORT OF RUNWAY 18 AND RECEIVES NO RESPONSE. ON SECOND CALL FROM GC, THE DC9 PILOT RESPONDS AND CONFIRMS HE IS OVER THE HOLD SHORT LINE AND NOSE OF AIRCRAFT IS ACROSS THE RUNWAY EDGE LINE. THE C172 BECAME AIRBORNE ABEAM TAXIWAY BRAVO AND FLEW OVER THE DC9 AT CHARLIE. CLOSET PROXIMITY REPORTED WAS 50 FEET VERTICAL AS THE C172 FLEW ABOVE THE DC9.

    A CIRRUS SR22 WAS CLEARED TO LAND RUNWAY 9 AND PILOT VERIFIED CURRENT ATIS STATING THE FIRST 3,000 FEET OF RUNWAY 9 WAS CLOSED AND LOCAL CONTROL ALSO ADVISED THE PILOT. THE SR22 TOUCHED DOWN IN THE CLOSED PORTION OF THE RUNWAY, APPROXIMATELY 500 FEET BEYOND THE BAK 12/14 ARRESTING CABLE WHERE THE PERSONNEL AND VEHICLES WERE THEN FLEW UP TO MISS THE CONE BARRICADES APPROXIMATELY 150 FEET AWAY AND THEN LANDED ON OPEN PORTION OF THE RUNWAY. THE PERSONNEL WERE ON THE SHOULDER OF THE RUNWAY AT THE TIME BUT THERE WAS EQUIPMENT ON THE RUNWAY AT THE BAK 12/14 CABLE. A REPORT WAS FILED STATING THE PILOT DID NOT DO ANYTHING "UNSAFE". WITNESSES AND ATCT VERIFIED THAT AIRCRAFT TOUCHED DOWN IN CLOSED PORTION OF RUNWAY AND LIFTED BACK UP TO CLEAR THE BARRIERS. THIS INCIDENT OCCURRED AND WILL REMAIN AS A RUNWAY INCURSION.

THE C210 HAD JUST STARTED TO APPLY POWER WHEN THE C172 OVER FLEW HIM AT APPROXIMATELY 100 FEET VERTICAL AND LANDED APPROXIMATELY 100 BEYOND THE C210 POSITION BY TAXIWAY A1. LC CANCELLED THE C210S TAKEOFF CLEARANCE WHO HAD NOT STARTED TAKEOFF ROLL. LC INSTRUCTED THE C210 TO EXIT THE RUNWAY.

ON EXECUTING A LEFT TURN ROLL OUT THE B737 ATTEMPTED TO LAND ON RUNWAY 10 THAT WAS CLOSED WITH MEN AND EQUIPMENT LOCATED AT INTERSECTION OF RUNWAY 10/15R. THE B737 WAS 1,000 FEET PAST LANDING THRESHOLD DOWN RUNWAY 10 AND 50 AGL WHEN SENT AROUND. THE B737 PASSED THE 10/33 INTERSECTION AT 250 FEET AGL.

    THREE AIRPORT MOWERS REQUESTED TO OPERATE EQUIPMENT ADJACENT TO TAXIWAYS ALPHA AND FOXTROT. ATCT APPROVED REQUEST AND INSTRUCTED THE MOWERS TO REMAIN CLEAR OF RUNWAY 20R AT ALL TIMES. THE MOWER OPERATOR REQUESTED TO CROSS RUNWAY 20R AND ATCT INSTRUCTED THE MOWERS TO HOLD SHORT RUNWAY 20R AT FOXTROT. TWO MOWERS HELD SHORT BUT ONE MOWER ENTERED THE RUNWAY IN FRONT OF A DEPARTING CESSNA C172 WITHOUT AUTHORIZATION. THE MOWER TURNED AROUND NEAR THE RUNWAY CENTERLINE TO CLEAR THE RUNWAY AS THE C172 ROTATED APPROXIMATELY 250 FEET PRIOR TO FOXTROT AND OVER FLEW THE MOWER BETWEEN 50 AND 75 FEET VERTICAL.
