What happened
On July 24, 2020, an incident involving a powered paraglider occurred in Pniówno, Chełm County. The circumstances of the flight involved an individual operating the aircraft without the necessary legal authorizations.
The investigation
Following a review of documentation provided by the Municipal Police Headquarters in Chełm, the State Commission on Aircraft Accident Investigation (PKBWL) evaluated the necessity of a full investigation. The Commission's review focused on the legality of the flight and the condition of the person operating the aircraft.
Findings
The investigation established two critical factors regarding the occurrence:
- The aircraft was being operated by an unauthorized person lacking the required pilot qualifications.
- The person operating the aircraft was under the influence of alcohol.
Due to these findings, the Commission decided to refrain from conducting a formal investigation into the event, opting instead to forward all gathered materials to the Police and the Civil Aviation Authority (ULC).
