Incident Overview
On August 16, 2020, a paraglider was involved in an aviation event in Wronowice, located in the Lesser Poland Voivodeship of Poland. The aircraft was not assigned a registration mark. The Polish State Commission for Aircraft Accident Investigation (PKBWL) reviewed documents related to the occurrence.
Commission Decision
On September 29, 2020, the PKBWL issued a resolution to discontinue the investigation into the event. The decision was made under Article 135, point 6 of the Aviation Law Act of July 3, 2002 (as amended). The sole reason cited was that at the time of the event, the aircraft was being used by an unauthorized person.
Subsequent Actions
Following the resolution, the Commission decided to notify the President of the Civil Aviation Authority of the occurrence. The resolution was signed by members of the Commission, with signatures present on the original document.
Background
The PKBWL is the national authority responsible for investigating civil aviation accidents and incidents in Poland. In cases where an aircraft is operated without proper authorization, the Commission may choose to discontinue its investigation, as occurred in this instance.
