Incident Overview
On 28 July 2020, a powered paraglider (PPG) accident occurred in the village of Kostomłoty Pierwsze, Gmina Miedziana Góra, Poland. The pilot was engaged in a recreational flight without the required certification. The aircraft, a paraglider with a motor, was not registered.
Sequence of Events
Shortly after takeoff, at an altitude of approximately 15 meters, the pilot noticed that the paraglider was turning left and became difficult to control. To avoid flying over nearby buildings, the pilot deepened the left turn and shut off the engine. Moments later, the paraglider collided with the ground. The impact resulted in serious injuries to the pilot.
Post-Flight Inspection
After being discharged from the hospital, the pilot examined the paraglider wing and discovered that the lines on the left side of the canopy were tangled.
Regulatory Action
The Polish State Commission on Aircraft Accident Investigation (PKBWL) decided not to conduct a full investigation into the accident. The decision was based on the provision of Article 135, paragraph 6 of the Aviation Law Act of 3 July 2002, which allows the commission to refrain from investigating when the aircraft was operated by an unauthorized person. The PKBWL notified the police and the President of the Civil Aviation Authority about a suspected violation of criminal law.
