    (EVENT 2 OF 2) ATC CLEARED AIRCRAFT 1 FOR TAKEOFF FROM RUNWAY 19R AFTER RECEIVING A REPORT OF A PEDESTRIAN ON THE RUNWAY. A VEHICLE DRIVER REPORTED TO ATC THAT THEY OBSERVED SOMEONE SLEEPING ON THE APPROACH END OF RUNWAY 1L NEAR THE TAXIWAY G SIGN. THE LOCAL CONTROLLER ADVISED AN AIRPORT VEHICLE OF THE REPORT. THE AIRPORT VEHICLE DRIVER SAID THAT THEY WOULD BE OUT THERE IN A SECOND. THE LOCAL CONTROLLER ADVISED AIRCRAFT 1/B350 TO USE CAUTION DUE TO THE REPORT THAT THEY RECEIVED AND CLEARED THE AIRCRAFT FOR TAKEOFF FROM RUNWAY 19R (OPPOSITE DIRECTION). AFTER AIRCRAFT 1 DEPARTED, THE LOCAL CONTROLLER APPROVED THE AIRPORT VEHICLE DRIVER TO PROCEED ONTO RUNWAY 01L WHERE THEY FOUND AN UNCONSCIOUS PERSON LAYING ON THE RUNWAY. ESTIMATED CLOSEST PROXIMITY BETWEEN AIRCRAFT 1 AND THE PEDESTRIAN IS 500FT.

AIRCRAFT 1 CROSSED THE RWY 26L HOLD SHORT LINE AT TWY Z AND STOPPED 72 FEET FROM THE RWY 26L EDGE LINE PRIOR TO AIRCRAFT 2 PASSING TWY Z AT A SPEED OF 170 KNOTS. CLOSEST PROXIMITY BETWEEN AIRCRAFT WAS ESTIMATED TO BE 194 FEET LATERAL AND 0 FEET VERTICAL.

AIRCRAFT 1 CONTACTED THE LOCAL CONTROLLER 9 MILES NORTH OF THE AIRPORT FOR LANDING. THE CONTROLLER INSTRUCTED AIRCRAFT 1 TO REPORT 2 MILES NORTH OF THE AIRPORT ON A STRAIGHT-IN FINAL FOR RUNWAY 23. THE CONTROLLER CLEARED AIRCRAFT 2 FOR THE OPTION TO RUNWAY 23. AIRCRAFT 1 REPORTED 2 MILES NORTH OF THE AIRPORT. AT THIS TIME, AIRCRAFT 1 WAS 1.39 MILES BEHIND AIRCRAFT 2. THE LC INSTRUCTED AIRCRAFT 1 TO EXECUTE A RIGHT 360-DEGREE TURN FOR SPACING BEHIND AIRCRAFT 2. AIRCRAFT 1 ACKNOWLEDGED THE INSTRUCTION, BUT DID NOT EXECUTE IT. AS AIRCRAFT 2 WAS APPROACHING THE NUMBERS FOR RUNWAY 23, AN UNIDENTIFIED VOICE STATED THEY ALMOST GOT HIT WITH A PIPER. AIRCRAFT 1 FLEW UNDER AIRCRAFT 2 AND PERFORMED A TOUCH AND GO ON RUNWAY 23. THE CLOSEST PROXIMITY WAS A PILOT-ESTIMATED 25 FEET VERTICALLY AT THE APPROACH END OF RUNWAY 23.

LC INSTRUCTED AIRCRAFT 1 AT TAXIWAY C, CROSS RUNWAY 33 AND TAXI TO PARKING VIA F. AIRCRAFT 1 CONTINUED STRAIGHT AHEAD ON TAXIWAY J AND PROCEEDED ONTO RUNWAY 28R. AIRCRAFT 2/C172 WAS DOING A TOUCH AND GO ON RUNWAY 28R. LC INSTRUCTED AIRCRAFT 1 TO STOP WHEN AIRCRAFT 2 WAS IN BETWEEN TXY H AND TXY J CLIMBING OUT OF 100FT. AN OVERFLIGHT DID OCCUR.

LOCAL CONTROL (LC) ISSUED AIRCRAFT 1 A SQUAWK CODE AND ADVISED THE AIRCRAFT TO MAINTAIN VFR, 'MAKE APPROACH DIRECT INBOUND', AND REPORT IF UNABLE. SHORTLY AFTER, A POSITION RELIEF BRIEFING TOOK PLACE ON THE LC POSITION. WITH AIRCRAFT 1 1.6 MILES NE OF THE AIRPORT, AIRCRAFT 2/2/F15'S WAS INSTRUCTED TO CHANGE TO DEPARTURE AND CLEARED FOR TAKEOFF ON RUNWAY 29R. THE LC THEN VERIFIED THAT AIRCRAFT 1 WAS STILL VFR. AIRCRAFT 1 ANSWERED IN THE AFFIRMATIVE AND REPORTED THE FIELD WAS IN SIGHT. THE LC REITERATED FOR AIRCRAFT 1 TO MAINTAIN VFR AND THAT LANDING WILL BE AT OWN RISK ON THE NON-MOVEMENT AREA. AS AIRCRAFT 1 CROSSED THE DEPARTURE END OF RUNWAY 29R AT 600FT (270 FEET ABOVE THE DEPARTURE END OF THE RUNWAY), AIRCRAFT 2 WAS AIRBORNE AND OVERFLEW AIRCRAFT 1 AT 1,100FT. NO TRAFFIC ADVISORIES WERE EXCHANGED BETWEEN THE TWO FLIGHTS. EVASIVE ACTION WAS REPORTED TAKEN BY AIRCRAFT 2. QA ESTIMATES CLOSEST PROXIMITY AT 300FT DURING THE TIME OF OVERFLIGHT.
