AIRCRAFT 1 THEN ENTERED RUNWAY 19R AND DEPARTED WITHOUT ATC AUTHORIZATION. AIRCRAFT 2/C182 WAS CROSSING RUNWAY 19R AT TAXIWAY J. AIRCRAFT 1 OVERFLEW AIRCRAFT 2 AT APPROXIMATELY 150 AGL. LC CONFIRMED THE LANDING CLEARANCE AND ADVISED THAT AIRCRAFT 2 WAS A TOUCH AND GO. LC THEN INSTRUCTED AIRCRAFT 1 TO GO AROUND APPROXIMATELY 858 FEET FROM THE THRESHOLD. AIRCRAFT 1 ALTERED COURSE TO THE RIGHT AND PASSED APPROXIMATELY 99 FEET TO THE RIGHT OF, AND APPROXIMATELY 100 FEET HIGHER THAN AIRCRAFT 2.

THE WING OF AIRCRAFT 1 HIT THE TAIL OF AIRCRAFT 2.
