THE TECHNICIANS WERE OUTSIDE THE VEHICLE PERFORMING WORK ON THE PAPIS. THE PRESENCE OF THE VEHICLE AND PERSONNEL IN THE RUNWAY 31C RSA HAD BEEN COVERED IN THE GC PRB PRECEDING THE EVENT. GC ISSUED TAXI INSTRUCTIONS TO AIRCRAFT 1/B38M FOR RUNWAY 31C, TAXI VIA TAXIWAY T AND TAXIWAY E3. DURING THE PREVIOUS LC PRB, THE VEHICLES WERE MENTIONED BUT NOT THEIR PRESENCE IN THE RUNWAY 31C RSA. LC ISSUED LUAW AND THEN TAKEOFF CLEARANCE RUNWAY 31C TO AIRCRAFT 1 AND THE AIRCRAFT DEPARTED. ESTIMATED CLOSEST PROXIMITY BETWEEN AIRCRAFT 1 AND THE VEHICLE PARKED ON THE SHOULDER 30-40 FEET BASED ON B38M WINGSPAN.

AIRCRAFT 1 REPORTED GOING AROUND ON LC1 FREQUENCY WHEN IT WAS AT THE THRESHOLD OF RUNWAY 17R. SHORTLY THEREAFTER, AIRCRAFT 2 REPORTED ABORTING ITS TAKEOFF DUE TO "TRAFFIC IN THE UPWIND." CLOSEST PROXIMITY (OVERFLIGHT) APPROXIMATELY 150 FEET VERTICAL.

AS AIRCRAFT 1 APPROACHED THE INTERSECTION OF RUNWAY 36 AND RUNWAY 27, LC INSTRUCTED AIRCRAFT 1 TO HOLD POSITION WITH NO RESPONSE. LC IMMEDIATELY INSTRUCTED AIRCRAFT 2 TO PULL UP. AIRCRAFT 2 OVERFLEW AIRCRAFT 1 BY APPROXIMATELY 50 FEET.

    PEDESTRIAN ENTERED RUNWAY 34L WITHOUT ATC AUTHORIZATION. AIRCRAFT 2/A321 ON DEPARTURE ROLL RUNWAY 34L, REPORTED A MAN IN A YELLOW SAFETY JACKET WAVING HIS ARMS ON THE RUNWAY. THE INDIVIDUAL'S LOCATION WAS REPORTED AS ON RUNWAY 34L LEFT OF CENTERLINE, NEAR TAXIWAY A3 AND A4 AREA. PILOT REPORTED THEY SAW THE INDIVIDUAL ON THE RUNWAY WHILE TRAVELLING AT 100 KNOTS AND THAT THEY MANEUVERED TO THE RIGHT.
