THE PILOT STATED THAT THEY WERE AT "CHARLIE SOUTH" WHEN THE CLEARANCE WAS REQUESTED. GC INSTRUCTED AIRCRAFT 1 TO TAXI RWY 26 VIA TWY A, CROSS RWY 20. PILOT READBACK WAS CORRECT. AIRCRAFT 1 EXITED THE SOUTH HANGARS, CROSSED THE RWY 26 HOLD LINE AT TWY C BUT STOPPED SHORT OF THE RUNWAY EDGE LINE. AIRCRAFT 2/LJ40 WAS ROLLING OUT ON RWY 26 AND PASSED TWY C WITH AIRCRAFT 1 IN THE RSA. CLOSEST PROXIMITY: 50 FEET HORIZONTAL.

FACILITY REPORTED ASDE ALERTED AS AIRCRAFT 2 WAS JUST SHORT OF THE THRESHOLD.

AIRCRAFT 1 OVERFLEW AIRCRAFT 2 - AS THEY DESCENDED TOWARD THE 1432FT DISPLACED THRESHOLD - BY APPROXIMATELY 75FT TIRES-TO-TAIL.

LC ADVISED AIRCRAFT 2 TO STOP AND AIRCRAFT 2 STOPPED PRIOR TO THE RWY 32 EDGE LINE. FACILITY ADVISED APPROXIMATE CLOSEST PROXIMITY: 58 FEET LATERAL.
